Finance Committee Meeting

1. Call to Order of the Meeting of the Finance Committee
The Committee Chair will call the meeting to order if a quorum is present. Announcements may be made at this time.
2. Public Comments
Opportunity for members of the public to address the committee.
3. Approval of the minutes
The Committee Chair will request approval of the minutes of the July 29, 2024 Finance Committee meeting and workshop.
4. 2025 Budget and Finance Model
The Committee will review the draft 2025 NBHCP Finance Model which sets the mitigation fee for 2025 and includes the draft 2025 budget. The draft full fee increases approximately 2%, from $46,009 to $47,114 and the draft fee excluding land cost increases approximately 3%, from $32,259 to $33,364. The main drivers of the 2025 fee increase are increased marsh conversion costs, increased habitat land management contract costs, and increased operations and maintenance costs. The Conservancy’s contracted economic consultants, Economic and Planning Systems, Inc. will present the draft report.
This item requests Finance Committee recommendation to the Board for approval of the 2025 NBHCP Finance Model contingent upon no major changes to the final fee amounts. The final 2025 NBHCP finance model update will be presented to the Board for approval at the December 4, 2024 Board meeting.
